Chris Binns is an expert in the implementation of multi-disciplinary railway projects. With over 35 years of engineering experience in major, complex railway infrastructure projects.
Chris Binns was the Chief Engineer for the Crossrail Programme providing engineering technical leadership through a team of Heads of Disciplines, and Managers of Engineering.
As the Crossrail engineering technical authority, Chris provided leadership of the engineering function including Rail Systems, Mechanical, Electrical and Public Health Systems, Architecture and Civil Engineering. The engineering function, through the Technical Assurance Plan, assured that the Crossrail project delivered a Safe, Operable, Maintainable and high-Performing Railway in accordance with the Sponsor’s requirements.

He’s led the engineering and assurance teams on major programmes like Thameslink and Crossrail, transforming travel across London, building new stations underground and overground, and refurbishing older stations.
Multi-disciplinary in heavy rail and metro sectors
With a core signalling background (Conventional, ATO, CBTC and ETCS), he’s worked in the heavy rail and metro sectors, leading the engineering of new track, stations, electric traction systems, control centres, communications, tunnels and bridges, from first feasibility studies through to completed railway on brownfield and greenfield sites.
Member of multiple professional institutions
He’s the proud member of several professional institutions, and a Chartered Engineer (CEng). Fellow of the Institution of Signalling Engineers (FIRSE), Fellow of the Permanent Way Institution (FPWI), and a Member of the Institution of Engineering and Technology (MIET).
